INFORMATION CIRCULAR – IPE HEALTH

Compliance with Normative Instruction No. 04/2025 – IPE Saúde

Dear Servers,

We inform you that, due to the changes implemented by Normative Instruction No. 04/2025 of IPE Saúde, the Municipality of Barra do Ribeiro is promoting the adaptation of the new rules of the health plan offered to employees, through the institution of the Complementary Health Assistance Program, according to Municipal Law No. 2,860/2025.

The new rules will come into effect on July 1, 2025, with important changes to the contribution method and organization of the plan.

Below, we list the main points for beneficiaries to be aware of and take action on:


What changes with the new IPE Saúde model?

  • Contribution method:
    The contribution is no longer proportional to salary and is now calculated by age group, for both holders and dependents.

  • Single co-participation category:
    All plan users (employees and dependents) will be classified in category 5, with a co-participation of R$28.00 for consultations and 40% for exams.

  • Inclusion and exclusion of dependents:
    This becomes the responsibility of the City Hall. Requests must be submitted to the Human Resources department.

  • Transition phase (July to August 2025):
    Insured members who do not wish to remain in the plan under the new rules may withdraw without paying a fine, provided they request this by August 31, 2025.

  • Payroll deductions:
    The contribution amounts of the holders and their dependents will be deducted directly from the payroll, as is currently the case, but according to the new IPE Saúde table.


ATTENTION:
According to the Supplementary Health Assistance Program, the Municipality will contribute to IPE Saúde with the percentage of 50% of the contribution value of the main insured (employee) and 50% of the contribution value of the dependent insured.

Example:
Server aged 50, contribution amount R$ 349.62. 50% of the amount will be financed by the Municipality, and 50% by the server, leaving the payroll deduction at R$ 174.81.


What does the server need to do?

  • Servers who wish to continue on the plan:

    • Holders do not need to sign a new agreement; remaining implies acceptance of the new rules.

    • The employee must submit to HR by July 20, 2025, the following documents for insured individuals who are already listed as DEPENDENTS at the IPE:
      a copy of the CPF (Individual Taxpayer Registry) and
      a copy of the birth or marriage certificate or public deed of stable union.
      Note: Check with HR to see if the dependent is already registered on the payroll. If they are, there is no need to submit the documentation again.

  • Servers who DO NOT wish to continue:

    • They must formalize their termination request with HR by August 31, 2025, without incurring the 15% early termination penalty. Exclusion from the plan will be formalized starting from the date of the request.

    • Requests for termination of membership by members and dependents made up to 07/20/2025 will not have the plan discounted from the payroll starting from the July payroll.

    • Termination requests made up to 08/20/2025 will not be subject to the plan discount starting from the August payroll.

    • Termination requests made between 08/20/2025 and 08/31/2025, the discount will only cease from the September payroll.

    • There will be no refunds. Starting September 1, 2025, termination will only occur upon payment of a 15% early departure fine.

  • New additions of full-time employees and dependents:

    • They must complete the Membership Agreement (Annex II of IN No. 04/2025) and present the required supporting documents.

    • The 24-month stay (waiting period) applies to both holders and dependents who join the plan for the first time.


Assistance for updating registration:

Location: Human Resources Department of the Municipality of Barra do Ribeiro (João Budelon Square, behind Banrisul)
Period: from 08/07/2025 to 20/07/2025
Hours: from 8 am to 12 pm and from 1:15 pm to 5:15 pm, from Monday to Friday

Documents required for new memberships:

  • For the holder: copy of pay slip, ID, CPF and proof of address

  • For dependents: ID, CPF, birth certificate and documents proving the relationship (child, spouse, stepchild, etc.)


Other information:

  • The plan continues with the same health coverage.

  • The contribution amount will be fixed monthly, by age group, according to the table published by IPE Saúde.

  • The program is compensatory in nature, not linked to remuneration, and does not impact the Municipality's personnel expenditure index.
